Texas has long had a similar pair of plates, although there is an extra fee to use them. Here a group of people can request a special slogan and design on a license plate if they’ll pay a fee equal to the sale of 1500 plates or something like that. But the “God Bless Texas” and “God Bless America” plates were both created by legislative fiat, not by a group of citizens. The law requires all fees collected by those using these plates to be funneled to schools. That way, anyone who doesn’t like them can be portrayd as being anti-child.
