I agree with your basic points, although I do think that we have to be careful not to overlook the need for established medical practice (diagnosis and treatment of conditions via medicine and surgery). There is a place for both prevention and treatment.
I agree. Another area where we fail abysmally (for various reasons, many of them have been previously discussed in other threads) is prevention.
